Restaurant POS Software Pakistan: What PRA's Crackdown Means

Seventy notices in two days: Punjab's restaurants, Lahore included, just got a wake-up call

In the first days of October, the Punjab Revenue Authority sent notices to more than 70 hotels, restaurants and marquees in just two days for not issuing bills through its Electronic Invoice Monitoring System (E-IMS). Some outlets that had ignored earlier notices were fined. If you run a restaurant, café or cloud kitchen in Lahore, that is the clearest signal yet that a hand-written slip or a billing app that does not talk to the tax authority is now a business risk, not a shortcut.

The federal side is moving at the same time. According to 24 News HD, the FBR has integrated nearly 15,000 businesses with its Point of Sale system since 1 September 2026, and 208 restaurant branches in September alone. Its own register lists 1,186 restaurants with 1,864 branches connected as of 30 September 2026.

The question for restaurant owners is no longer "should I get proper restaurant POS software in Pakistan?" It is "how do I choose one that keeps me compliant and actually helps me run the place?"

I'm Sylvester Joseph, founder of SylJo Tech in Lahore. We build RestoAI, a restaurant POS with WhatsApp ordering that is live with 10 restaurants in Pakistan, so I spend a lot of time in kitchens and at counters watching how billing really happens. This guide is what I tell owners who ask me what the crackdown means for them.

What happened, and why it matters for your restaurant

The PRA was set up in 2012 to collect sales tax on services, and restaurants fall squarely under it. Its monitoring started as RIMS and became E-IMS, which links a restaurant's billing system directly to the authority so every sale and the tax on it is recorded as it happens (The Lahore Times). This is not new: by December 2024, up to 2,500 restaurants across Punjab, many in Lahore, had registered with E-IMS after an earlier enforcement drive. What is new is how hard the PRA is now pushing.

    Three things changed in 2026:

    1. Zero tolerance. In August the PRA chairman announced a zero-tolerance policy on E-IMS. In September the authority set up a digital monitoring cell and reported its highest-ever two-month collection, Rs54.8 billion (The Lahore Times).
    2. Fake receipts are now an enforcement target. In late September the PRA took action against restaurants and food chains in Lahore, Faisalabad, Sargodha and Multan over fake receipts and tax that was charged to customers but not recorded. A spokesperson said "any misappropriation of tax collected from consumers will not be tolerated."
    3. The tax rate now rewards digital payments, but less than before. Punjab charges 16% on cash restaurant bills and 8% on card or mobile-wallet payments; the lower rate used to be 5% (The Lahore Times).

What this means in practice: your billing system is now part of your tax record, and the authority can see gaps in it. A POS that cannot produce a proper, traceable receipt exposes you to notices and fines. A POS that cannot tell cash from card sales makes it harder to apply the right rate. And a POS that lives on one laptop with no backup means one bad day can wipe out the records you will be asked to show.

There is also a customer side. The Lahore Times advises diners to ask for an E-IMS receipt, and the FBR runs a POS lucky draw for shoppers who verify their invoices. Customers are being taught to expect a proper bill.

A note on jurisdiction, because it confuses many owners: in Punjab, sales tax on restaurant services is the PRA's job through E-IMS, while the FBR runs its own POS integration for retailers and lists restaurants in its register too. Which one applies to you, or whether both do, depends on your registration (NTN, PRA registration, branch structure). Confirm your exact obligations with your tax advisor before you choose software. The PRA has not published the sales threshold or the fine amounts in the recent news coverage, so be wary of anyone who quotes you exact figures without a source.

A step-by-step plan you can start this week

You do not need to rip everything out on Monday. Here is the order I would follow.

Step 1: Find out where you stand (day 1)

    • Check whether you are registered with the PRA, the FBR, or both, and under which category.
    • Look at the last month of bills. How many were printed from a system, and how many were hand-written or "kacha" slips?
    • If you have received any notice, keep it, note the date and call your tax advisor that day.

Step 2: List what your counter actually does (day 2)

Write down every way an order reaches you: walk-in, dine-in tables, phone calls, WhatsApp messages, Foodpanda and other apps. Every channel that does not end in a proper receipt is a compliance gap and a data gap at the same time. WhatsApp orders are the most common blind spot I see in Lahore, because they are taken on a manager's phone and billed later, if at all.

Step 3: Set your must-have checklist (day 3)

Use the table below when you speak to any POS vendor, including us.

Must-haveWhy it matters nowQuestion to ask the vendor
Tax-authority integrationAvoid E-IMS / FBR POS notices"Which integration do you support, PRA E-IMS, FBR POS or both, and who handles setup?"
Payment-method taggingCash and card bills carry different rates in Punjab"Can every bill record cash, card or wallet separately?"
Offline billing with syncLoad-shedding and internet drops are normal"What happens to bills if the internet goes down for an hour?"
Kitchen order ticketsFewer wrong orders, faster service"Do orders go to the kitchen automatically?"
Menu and stock controlFood cost is your biggest controllable cost"Can I see ingredient usage per dish?"
Multi-branch reportsOwners need one view across branches"Can I see all branches on my phone?"
WhatsApp and app orders in one placeRemoves the biggest unbilled channel"Do WhatsApp orders become POS bills automatically?"
Data export and backupYou must be able to show records"Can I export a month of sales in one click?"

Step 4: Run a two-week pilot on one branch (days 4 to 18)

Never switch every branch at once. Pick your calmest branch, train two cashiers properly, and run the new POS in parallel with your old method for the first few days. Compare totals every night.

Step 5: Switch on integration and close the gaps (week 3)

Once billing is stable, complete the tax-authority integration with your advisor and vendor, then move WhatsApp and phone orders into the POS so they are billed like everything else.

Step 6: Use the data, not just the receipts (week 4 onwards)

Compliance is the reason you buy; better margins are the reason you keep it. After a month you will know your real top sellers, your slowest hours and which dishes lose money once ingredients are counted properly.

An illustrative example: a two-branch karahi restaurant in Johar Town

This is a made-up scenario to show how the steps fit together. It is not a SylJo Tech client.

Imagine a family-run karahi restaurant with branches in Johar Town and Wapda Town. The Johar Town branch prints bills from an old desktop program; the Wapda Town branch still writes slips by hand on busy nights. About a third of evening orders arrive on WhatsApp and are noted on the manager's phone.

In week one, the owner confirms with his tax advisor which registrations apply and discovers that the hand-written slips and unbilled WhatsApp orders are exactly what a PRA inspection would flag.

In weeks two and three, he pilots a new POS at Johar Town. Cashiers learn to tag every bill as cash or card. Orders go to the kitchen as printed tickets, so the "who wrote this?" arguments stop. WhatsApp orders are entered through the POS instead of the manager's phone.

By week four, both branches bill from one system and the owner checks a daily summary on his phone. He notices that a popular mutton dish barely breaks even once ingredient costs are tracked properly, and adjusts its price. None of this needed a big IT team, only a clear order of work and a POS built for how Pakistani restaurants actually run.

Cost, timeline and how to choose

What restaurant POS software costs in Pakistan

Prices vary a lot by features, branch count and whether hardware is included, so compare like with like. For RestoAI, the plans listed on our RestoAI page are:

    • POS Only: Rs 3,000 per branch a month (billing, kitchen orders, shifts and reports).
    • Starter: Rs 9,000 a month for the full system at one location.
    • Growth: Rs 7,500 per branch a month for restaurants with several branches.
    • AI Agent Pack: Rs 3,500 a month add-on.
    • Enterprise: quoted per deal for large chains.

FBR e-invoicing is available on request for restaurants with an NTN. For PRA E-IMS integration, hardware such as receipt printers, and setup for your specific registration, the cost depends on scope, so book a free consultation and we will tell you exactly what applies.

    How long it takes

For a single-location restaurant with a clean menu, a basic POS can be running within days. Add a week or two for staff training and a parallel run, and allow more time for tax-authority integration, because that depends on your registration paperwork and the authority's process, not only on the software.

How to choose: five questions that separate good vendors from risky ones

    1. Who is responsible for tax integration, and in writing? Vague answers here are a red flag.
    2. Is there local support in Lahore during your opening hours, including late evenings?
    3. Can you leave? Make sure you can export your sales and customer data at any time.
    4. Was it built for Pakistani restaurants? Load-shedding, cash-heavy evenings, WhatsApp orders and delivery apps are normal here, not edge cases.
    5. Will it show you margins, not just totals? A POS that only counts sales misses the reason most restaurants struggle.

Pick the vendor who answers these clearly, not the one with the longest feature list.

How SylJo Tech helps Lahore restaurants

SylJo Tech was founded in Lahore in 2023. I have worked in this field since 2020, and alongside running the company I am a PhD researcher in AI and Human-Computer Interaction and a lecturer at Superior University and ITU Lahore. Our team of PhD researchers and developers has delivered 60+ projects, and we hold the PMINA Award for E-Ladeen.

We built RestoAI because we kept seeing the same problems in restaurants: bills that never reached the system, WhatsApp orders lost on a manager's phone, and owners who could not tell which dishes made money. RestoAI brings together:

    • A fast POS for counter and table billing.
    • AI order-taking on WhatsApp, so chat orders go straight to the kitchen and become proper bills. SylJo Tech is an approved Meta Tech Provider for the WhatsApp Business Platform.
    • Menu and stock control, including an estimate of how many portions you can still make from current stock.
    • Unit economics per menu item, so you see your real margin.
    • Daily insights and repeat-customer campaigns.

The HCI side of my research matters here more than you might expect: a POS only keeps you compliant if your cashier can use it at 9pm on a Friday without thinking. We design for that moment.

If you already take orders on WhatsApp, our guide on WhatsApp automation for restaurants in Lahore goes deeper on that channel.

    FAQ

Is POS integration mandatory for restaurants in Lahore?

The PRA requires businesses above a set sales level to issue receipts through E-IMS and has been issuing notices and fines to restaurants that do not. The exact threshold was not stated in recent coverage, so confirm your status with a tax advisor.

What is the difference between PRA E-IMS and FBR POS integration?

PRA E-IMS covers sales tax on services in Punjab, including restaurants. The FBR runs a separate POS integration for retailers and also lists restaurants in its register. Which applies depends on your registration.

How much does restaurant POS software cost in Pakistan?

RestoAI starts at Rs 3,000 per branch a month for POS Only, with Starter at Rs 9,000 a month and Growth at Rs 7,500 per branch a month. Integration and hardware costs depend on scope.

What tax rate applies to card payments at Punjab restaurants?

According to The Lahore Times, Punjab charges 16% on cash restaurant bills and 8% on card or mobile-wallet payments, up from 5% previously.

Can a POS handle WhatsApp orders too?

Yes. RestoAI takes orders on WhatsApp with AI and sends them to the kitchen as proper bills, which closes one of the most common billing gaps.
